I would say it filters the light. Is this a "black-out' blind? No.
I have the "natural panels" facing my SW exposure and they filter
the afternoon sun. I am already questioning if this will be enough reduction of the more intense afternoon rays come Summer here in New England.
One option would be to slip stitch a lightweight cotton lining to the back
of each panel. That is, if I am feeling ambitious and also patient come Spring! ;-)
