I was used to a valance only so the light, airiness of these was perfect. And the cute leaf trim is positively adorable. I was skeptical after reading the reviews, as I am a seamstress myself, as there were some complaints of poor quality construction. I just don't see that on these, They are straight and well put together. I ordered the cream/natural color and it blends well with many shades of natural colors. It's been a long time since I ordered from Penneys but I plan to shop here for my bedroom linens now too.

I bought these same valances for our kitchen in the tan/cream color and they add just the right amount of flair to the windows and still let in the light.

what is the length of the swag where the two curtains meet (in the middle of the window)

One swag was 38" long from top to bottom of lace. The other swag was 36" from top to bottom of lace. My windows meet at a corner and this was very noticable. When I returned them to the store, the clerk measured them with me and confirmed.

Could these tiers be made into 30" easy?

the easiest way would be to take a few tucks across them. If you don't care for that look the lace could be removed, the panels shortened, and reattach the lace. Third way would be to take out the seams at the top, shorten the panels and rebuild them.
