They are TODDLER sizes, which is unfortunate that it was not marked because I purchased them, not knowing, or even thinking that was something I needed to clarify. I bought them as part of a Rapunzel Halloween costume for my niece, that lives in Japan and who was going to experience her first 'American' Halloween this year. Imagine our surprise when she unpacked the costume and shoes and COULDN'T FIT HER FEET INTO THEM!! I couldn't understand why because they were the right 'size' until one of our family members saw that the price tag said 'Toddler.' I went back online to see if I had missed that somewhere, but I had not. I could not return or exchange them because we all met in Hawaii and there are no JCPenney's on the island of Oahu. It's too late for Halloween and shipping to Japan is NUTS so exchanging them for the right ones is a waste of time. I hope this helped! (Sorry to go off on a tangent but that one piece of information would have saved A LOT of tears and disappointment).
