The answer is "ink". I bought these panels just a few weeks ago. Love them. Very pleased with the quality, texture, and light filtering properties. Comparing to the picture, I think the blue color looks more bluish-green in person. Also, it seems to me that the colors blend together more. They don't appear as separate bands of color as much (like in this picture). Maybe because of the window light behind them. Maybe because mine are shorter. I have four 63- inch panels together over two side-by-side windows.
