Yes, it can, but you may not like the results. I have done two of these--one with a fine-toothed power miter saw. It melted the polyester fabric on the edge, and I had to work a little to get it opened up again properly.
I did the other one with a razor knife--that took a long time to get through the plastic frame.
The cellular material is stick int he frame with some glue or something. If one could get the cellular fabric out, cut the frame and ensure a good fit in the window, then insert the fabric back into the frame after trimming it perfectly for your window.
In sum...this should be a piece of cake. I am very handy, framing walls and putting up new beams in our ceiling to open walls. And I did a terrible job on it. I should stick with 2x4s.
