No. There is a rod pocket. It is about three inches wide. In fact it looks exactly the same as the hem on the bottom of the panel. The only difference is the hemmed end is solid with no opening thru which you can slide the curtain rod. On the top end, however, which looks exactly like the hemmed end, there is a opening on either side so you can slide the rod through the top end. What the previous customer who said there wasn't one and you had to sew one in might have meant was if you wanted a much thinner rod pocket, say a one-inch rod pocket, you would need to put a seam an inch above the 3-inch
seam to create a narrower pocket so you'd have a two-inch ruffle above the curtain rod. Otherwise, you just have a three inch pocket and the top of the curtain resting directly on the rod.
