Yes it would but will not look the same as the picture. My window is 32 1/2 wide and I extended the rod out on both sides. The material is bunched slightly but still looks good. On a window your size the material is going to bunch more so you won't get the same look. I really like these valances so you might want to give it a try and see how you like the look of them on your window.

I didn't keep these valances and can't remember the width. I ordered another pair that could be ruffled so it wasn't necessary for them to be the exact width of my window which is an odd width. I think this Frontenac Valance will only look good if your window from outside trim to outside trim measures very close to the width of the valance because these will not look good if you ruffle them on the pole. They need to stretch out the full width like in the photo. Hope this helps.

They are 48". If you just go outside trim to outside trim they may be too wide if you want the flat tailored look. I am going about 6-8 inches past my trim because I also have draperies and like to be able to see most of my window when the drapes are open. Then allowing for the return on my rod which is 5" they would end up being perfect for a 28" window. They are really nice!

Yes, a 3 inch rod would be fine. I would not go any less than 1 1/4". I bought the rod pictured with it and it is beautiful.
